The Pepys cards were produced by Alf Cooke. A very similar design was produced by Alf Cooke for Woolworths "De Luxe Pictorial Fabric Finish Playing Cards" range, below.
Woolworths "De Luxe Pictorial Fabric Finish Playing Cards" with Tartan/Balmoral Backs.
Whilst the Woolworths cards are very similar to the Pepys packs there are some clear differences. The court cards are printed without the colour blue and the Jokers have a banner beneath them. The backs, pips and Ace of Spades are common to both.

The four Tartans depicted are Buchanan, Campbell of Loudon, Macleod, Royal Stewart and the central photo is of Balmoral Castle.
The two Pepys packs featured here were part of Rex Pitts’ collection and his observations are used here to give the approximate dates of production.
